‘$afe manning on board ships?’
Nautical Institute Hong Kong Branch has held biennial seminars for the marine industry since 1999, and these have proved to be of great value for those who attended, with past topics including maritime security and terrorism, cargo care, the history and future of Hong Kong as a port, recruiting seafarers in the future, marine spatial planning and competencies of a future mariner.
Minimum Safe Manning has been an important high profile and recurrent topic at various Committees and Sub-Committees of IMO and various other international and Hong Kong shipping forums since at least 1995. Manning levels have been reducing, traditional crew sourcing regions are facing competition, and the increased use of technology on ships brings a demand for training and pressure on budgets. Although the number of shipping casualties has come down in recent years, a major cause of accidents has been human error, and the influence of crew competence and manning levels requires consideration. ‘Manning and Fatigue’ is one of the focus issues of the Nautical Institute Strategic Plan 2016 – 2020. For the 2017 Hong Kong conference, topics will include manning legislation and involvement of Flag State administrations, the role of manning in maritime casualties, STCW, MLC and work/rest hour provisions, and fatigue, including the Martha Report.

Local and overseas speakers will make presentations at the Conference followed by a panel debate and lively active participation of all attendees. This is your chance to make known your views on this highly topical subject. A summary of the proceedings will be published in a future issue of Seaways and will be used by the Nautical Institute in future submissions to the IMO. Hence, we can all use this conference as an opportunity to bring about real change.
