Chairman's Welcome Address

      Welcome aboard the “Star Pisces” for the final event in the Nautical Institute

      2008 InternationalCommand Seminar series 

       

      The International Command Seminar series began in 1984, providing a forum to discuss critical

      developments that influence command decisions, changes in law and the training required for

      command. This 2008 series has been held in four other locations around the world:Antwerp

      on 12 June, Panama on 9/10 September, Glasgow on 9 October.

      The Nautical Institute Hong Kong Branch is honored to have been selected to hold the

      final seminar of the series here in Hong Kong.

       

      The DPA’s role in the industry is presently being reviewed to ensure its effectiveness.

      The seminar will look at the expectations, training, qualifications and competence of the DPA,

      and the interaction with the command team on board.

       

      It gives me great pleasure to welcome all the speakers from all over the world who represent or

      have experience of almost the entire spectrum of the shipping industry. Without their support,

      we would not be able to provide such a high quality seminar.

       

      I would like to take this opportunity to express my sincere thanks to those sponsors who have

      generously supported our branch, which has enabled us to organize this seminar for the

      shipping community in Hong Kong, as well visitors from further a field.

      Thanks also to our supporting organizations, IFSMA and IMAREST, and to GlobalMet and the

      Hong Kong Ship Owners Association who have assisted the Branch and the Nautical Institute

      headquarters in the UK, in promoting this seminar.

       

      I also thank Star Cruises for allowing us once again to hold one of our seminars on board

      the “Star Pisces”. Their hospitality is much appreciated.

       

      Finally, I would like to thank you all for attending our seminar. Your participation and support

      is the cornerstone of our Branch activities. I wish you a most fruitful day of interesting and

      stimulating discussions and sharing of knowledge.
